Regular paper will look nice but it doesn't have that sheen to it. Wrapping paper that is glossy rarely comes in white.
You could hunt down the type of paper you are looking for at specialty paper supply stores but there is a very inexpensive option that will give you the candy box look that you are looking for.
This inexpensive paper that children use to make finger paintings with has a lovely gloss to it just like the papers they use to use to wrap old fashion candy boxes. This pad of 30 sheets 18 inches x 12 inches cost $1.29. Add a gorgeous red satin ribbon and you will have people breathless to open it. (To learn how to make this bow read How to Make a Florist Bow )
And what should you fill it with? Well you could make it something healthy like I suggested in Something a Little Healthy For Your Valentine or you could fill it with something silly like gummy hearts or check out Ten Fabulous Frugal Gifts to Give At Valentine's for some great ideas.
